Where each country takes it

Apply to the country that is your main destination. Some governments use a commercial contractor to receive applications. Where a government's own page names one, it is shown here as a contractor: it collects your documents and fingerprints for a service charge, and does not decide your visa. The rules shown below are for applying in the United Kingdom, which is what most governments' pages describe; check the page for where you live.
